The main Fulton jail on Rice Street was designed to hold 1,125 inmates when it opened in 1989. Commission Chairman Robb Pitts noted that NaphCare will not be prohibited from bidding on remaining as the jail’s health care provider under a new contract next year. The amendment lists several moves by the sheriff’s office to improve “security and cleanliness” at the jail, 6% raises for NaphCare employees and authorization to hire 13 more. Likewise, the county will pay the cost of Hepatitis C medications, except when the inmate already has a prescription. The amendment also says the full cost of HIV treatment will be passed through to the county, cutting NaphCare’s costs by $3.6 million. But he was unable to find one to take over NaphCare’s contract for the remainder of 2023, so the company agreed to stay on - in return for more money and greater security. Holding public officials accountable should be the norm, not an extraordinary act. When a public servant fails to perform their duties, they are violating their oath of office, they are exposing their office to civil penalties, and they are violating Georgia law. Dooley specifically identified what information and/or documents she was requesting: 1) Records relating to Federal Grants received by Fulton County DA's Office for the past 5 years 2) Records relating to any Federal Funding Received by the Fulton County DA's Office for the past 5 years and 3) Records of Accounting or Tracing of how any of the Federal Funds Received were spent during the same 5 year period. Dooley complied with the formalities of making such a request in writing. Willis' office has completely ignored the open records requests made by the Petitioner, Debbie Dooley. Georgia Law provides, " All official duties should be faithfully performed, and whenever, from any cause, a defect of legal justice would ensue from a failure to perform or from improper performance, the writ of mandamus may issue to compel a due performance if there is no other specific legal remedy for the legal rights" O.C.G.A.
